Click on Tools->Accounts
Click on the mail tab
Click on the Add->Mail button
Enter your name and click Next
Enter your full email address and click Next
On the next screen:
    My incoming mail server is a POP3 server.
    Incoming POP3 Server: mail.yourdomain.com
    Outgoing SMTP Server: mail.yourdomain.com
Click Next
    Account Name: your full email address
    Password: whichever you chose when setting up your account
    Log on using SPA should be left unchecked
Click Next
Click Finish

You're back to the Internet Accounts box, but there's one more setting, so:
Double Click the account you just created in the account list.
Click on the Servers tab
At the bottom, put a check in the "My server requires authentication" setting under Outgoing Mail Server
Click on the advanced tab.  Make sure the port for outgoing SMTP is set to 25 or 2525.  Some ISPs will block port 25.
Click Apply
Click OK
Click Close

You are now ready to send email using Outlook Express.

You will also need to find the setting for "My outgoing server requires authentication when sending" and make sure you enable it.
